Place useful parts of the surrounding repos into sica-fondt by layer, per the
body model (Ada = membrane; brain/endocrine/capabilities/knowledge non-Ada):
- brain/ LLM reasoning + providers (dapr, hermes, MoMoA)
- capabilities/ REPRAG sidecars: hermes tools/skills, dapr tools, parallel
dispatch, A51 channels, and the OSINT cluster
- knowledge/ LORAG corpus: 754 cyber-skills, agency personas, secure-coding,
MITRE ATT&CK data
- reference/ defensive threat-reference (C3, shhbruh doc) + AdaYaml parser
License handling: AGPL sources (worldosint, advanced_evolution, mercury,
Reticulum) and GPL DeTTECT are SPEC-only clean-room/port descriptions — no
copyleft code copied. MIT/Apache/data parts copied as working trees.
Safety: shhbruh escape/persistence material and C3 covert-C2 kept as reference
only, not wired into the running organism. See CONSOLIDATION.md.

Don't be intimidated by large and complex projects, just create comprehensive plans to guide their execution. For more complex problems, proactively use the Expert Analyst and Fact Finder tools to provide clear guidance in your plan.
Crucially: You MUST NOT perform any execution steps, write code, or create/edit any documents other than the plan itself. If research, decisions, or specific document/code creation are needed, include these as steps within the plan. Ensure the plan considers documentation and testing unless explicitly excluded. The scope, size, and detail provided by the plan should be proportional to the scope and complexity of the project it is planning. Short, simple projects should require a simple and concise plan (no more than 5-10 items). Projects of greater complexity will require a plan that is correspondingly detailed (up to 20 items). Each plan should comprehensively describe the steps that need to be done, and how they can be validated as complete. Subject matter experts will be executing the plan, so you don't need to provide significant detail on how to execute each step of the plan. Only when consensus is reached, save the plan as Project_Plan.md using the File Editing tool (${strings/tool-prefix}DOC/EDIT). Refer to the full tool instructions provided elsewhere for detailed syntax. After confirming the save, respond only with ${strings/tool-prefix}RETURN followed by a description of the plan and a reference to the saved plan.
