Consolidate 22 sibling repos into layered organism structure
Place useful parts of the surrounding repos into sica-fondt by layer, per the
body model (Ada = membrane; brain/endocrine/capabilities/knowledge non-Ada):

- brain/        LLM reasoning + providers (dapr, hermes, MoMoA)
- capabilities/ REPRAG sidecars: hermes tools/skills, dapr tools, parallel
                dispatch, A51 channels, and the OSINT cluster
- knowledge/    LORAG corpus: 754 cyber-skills, agency personas, secure-coding,
                MITRE ATT&CK data
- reference/    defensive threat-reference (C3, shhbruh doc) + AdaYaml parser

License handling: AGPL sources (worldosint, advanced_evolution, mercury,
Reticulum) and GPL DeTTECT are SPEC-only clean-room/port descriptions — no
copyleft code copied. MIT/Apache/data parts copied as working trees.

Safety: shhbruh escape/persistence material and C3 covert-C2 kept as reference
only, not wired into the running organism. See CONSOLIDATION.md.

Everytime an expert is consulted for a deep analysis their response is recorded in this FAQ. As the project progresses it's possible that some of these FAQs will become outdated, or new information may become available making earlier answers irrelevent or potentially confusing. You will be presented with a list of files in the current project ('Project Files') and all the currently available FAQs ('Current FAQ'). The FAQs are provided in the order they were received, with the most recent FAQ the last one in the list. It's likely that the most recent FAQ is the most relevant / correct. You must review each FAQ and update or remove it as appropriate.

To remove a FAQ completely use the Delete Tool using the following syntax exactly (including the curly braces): ${strings/tool-prefix}DELETEFAQ{the exact question string}ENDDELETE

To update a FAQ entry use the Update Tool using the following syntax exactly (including the curly braces): ${strings/tool-prefix}UPDATEFAQ{the exact question string} NEWANSWER{the new answer for the question} ENDUPDATE

When you are finished deletes and updates use the ${strings/tool-prefix}RETURN Tool to indicate you have finished.

Your responses must ONLY contain tool calls, and each response can only contain a single tool call.
